Each member association shall submit to the NFPA Headquarters a Memorandum of Application. This Memorandum shall outline the specifics of the program to be considered, and shall include, but not be limited to the following information:

  1. Name and address of the Member Association

  2. Name, address and telephone number of the contact person (Pro Bono Coordinator)

  3. The date the program started or the date it will start

  4. The target sector of the community for which the program was developed. (e.g., Low income families, children, indigent members of the population, etc.)

  5. The income or other requirements used to determine eligibility for pro bono assistance under the program.

  6. Name, address and telephone number of the organization that developed the program.

  7. The types of services the program will offer

  8. The name, address and telephone number of the supervising attorney

  9. The goals of the program

  10. The time line of the program, when it started or will start, and the anticipated completion date. Whether the program is ongoing.

The Judges, comprised of three (3) members of the Advisory Council as appointed by the NFPA, will review all applications to determine eligibility and to ensure that the program meets the criteria set forth below:

  1. The program must be designed to target that portion of the population which cannot otherwise afford to seek legal assistance. It should be noted that, because each area of the country is different, the Judges will presume that each association will establish the necessary income or other requirements in accordance with the needs within their respective communities.

  2. Each paralegal involved in the program must comply with all ethical standards as established by the member association, and the National Federation of Paralegal Associations. Inc.

Each year, at the NFPA Annual Convention, the recipient of the NFPA Pro Bono Award for Member Associations is announced and the name of the association is added to a plaque maintained by the National Federation of Paralegal Associations, Inc. In addition, the association receives a plaque. The Affiliates award $500 to the selected association to further that association's pro bono program.
