Policy Meeting Updates
Four resolutions were adopted at the Spring Convention.
00-S-1. Sunsetting the position of Repository Coordinator. Delegates accepted the recommendation of the person currently holding this position. With the advent of technology and ability to share information electronically, plus the fast-moving events in the profession, maintaining a repository of hard copies is no longer deemed practical or useful.
00-S-2. Criteria for Student Sustaining Membership. This addresses the situation of the former paralegal student who does not reside near an NFPA member association but has, upon graduation, lost eligibility for the student sustaining membership he or she held. Such an individual may now apply for membership in this category if (a) he or she graduated from an institutionally accredited paralegal program within the six months preceding the date of the individual's membership application and (b) the person is not a practicing paralegal. The one-time membership provision is applicable for up to one year post-graduation and may not be renewed.
The thinking behind this resolution was not to "lose" individual students who have graduated but are not yet employed and who wish to maintain the benefits of NFPA membership even though they are not near an NFPA member association.
00-S-3. Minutes. The delegates adopted instructions on how the minutes of Convention and Board meetings shall be prepared, with specific directions as to content.
00-S-4. PACE policies. The delegates gave directions concerning PACE accounting and how income and expenses of PACE study materials shall be reflected. Based on this resolution, the fee for PACE will remain at $225 and not increase effective January 1, 2001, as previously announced.
Resolutions Debated Without Adoption
Other resolutions were proposed but not adopted.
Rescinding Resolution 81-13. A motion to rescind this resolution was defeated. The policy stands that when providing testimony to legislatures, courts, or other bodies, NFPA must give notice to, but does not have to obtain approval for the testimony from, local associations.
Waiving Student Member Dues for the First Year. Since NFPA's costs for student members would not change, this resolution was defeated as being not cost-effective.
Self-Evaluation of the Board of Directors. The matter was tabled. The Board placed the topic of evaluation on the agenda of its summer meeting.
Discussion Topics
When a member wants a matter discussed by the delegates but is not ready to draft a resolution, that member may submit an agenda topic for debate. Agenda topics discussed at the Spring Convention included PACE marketing, increasing the number of CLE hours needed to maintain the PACE RP credential, and procedures for removing officers or directors from the Board.
